This procurement is being conducted pursuant to Part 12 and 13 of the FAR. Since Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement, a Determination to Solicit from a Single Source has been prepared and approve by the Great Plains Regional Office Chief of Contracting.
The Government intends to award this requirement on or around April 1, 2016. Vendors that recognize they can fully provide the required service are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Intent no later than April 11, 2016. Responses received after April 11, 2016 may not be considered by the Government.

All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or and "other than small business" under North American Industry Classification System (NAICS) Code 561730. The applicable Small Business Size Standard is 7.5 million.
A determination by the Government not to compete this proposed action based on the responses to the notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
The base year contract period is expected to be approximately April 2016 to December 31, 2016.
1 Optional year contract period is expected to be approximately January 1st to December 31 for 2017.
