ROCKFORD, IL
The United States Government (The Department of Veterans Affairs) is seeking to lease approximately 27,000 net usable square feet for use as a VA Outpatient Clinic. Space may be provided by new construction of a build-to-suit building or by alterations to an existing building. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The space is preferred to be on no more than one (1) floor, on ground level (not requiring elevator/stair use for access), and the space must be contiguous. The space to be provided must have a floor live load capacity of not less than 100 pounds per square foot unreduced throughout. The selected building shall comply with applicable provisions of the Interagency Security Committee Security Design Criteria for Federal Leased Office Buildings as well as other security guidelines, which will be provided during the solicitation for offers process. The proposed site must provide a minimum of 150 dedicated VA parking spaces adjacent to the building. The building and parking area must be fully accessible meeting all requirements of the Americans with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS). The space must be available for occupancy by 7/1/10. Public transportation must be within approximately 1000 feet of the property. The lease term shall be for up to a twenty (20) year firm term. Any existing building must meet all current federal seismic criteria, as applicable for this region.

Expressions of Interest Should Include:

a. address
b. aerial map clearly identifying the property
c. If an existing building:
i. picture of the building
ii. age of the building
iii. total size, number of floors and average floor size
iv. floor plan of the proposed space
v. proposed rental rate
vi. site plan, detailing proposed parking
d. If a developable site:
i. picture of the site
ii. topography map or description of the topography of the site
iii. size of the site
iv. clear designation of the offered site
3. Evidence that the property is outside the 100-year flood plain.

The Government will pay no more than the appraised fair market rental value for the site.
