COMPETITION FOR EXISTING LEASE LOCATION
The VA is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The NAICS Code is 531190 Lessors of Other Real Estate Property, and the small business size standard is $38.5 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes.
The VA currently occupies 28,039 net usable square feet (nusf) of space at 4455 Horizon Hill Blvd. San Antonio, TX 78229. The current lease expires on June 30, 2017. The VA is conducting a competition for alternative space and will relocate if advantageous to the Government. In making this determination, the VA will consider, among other things, the availability of alternate space that potentially can satisfy the VA s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The space can be on two floors consecutive of each other and no more than two floors, and provide between 28,000 to 30,000 net usable sq. feet of space. On-site parking for 50 vehicles is required. A full service lease for up to 10 years with the government having 120 day termination rights will be considered after 5 years. Occupancy required by July 1, 2017.

Offerors must provide evidence that properties are outside the 100-year flood plain.

Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code.
The Government is limited by law (40 USC 278a) to pay no more than the appraised fair rental value for space.
