The Naval Air Systems Command (NAVAIR) intends to issue a modification to Contract Number N00019-19-C-0081 to L3 Harris Technologies to procure 249 Xilinx VIRTEX 2 PRO Field Programmable Gate Array (FPGA) devices, part number XC2VP50-6FF1152I.  This device supports the Distributed Targeting System (DTS) for the U.S. Navy (USN) F/A-18E/F and EA-18G aircraft requirements. Delivery shall occur within three months of contract award.   The modification is in fiscal year (FY) 2020 is for a life-of-type buy (LoTB) for this device.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” L3Harris Technologies is the manufacturer of the DTS; and as such, is the only known firm with the knowledge, experience, and technical expertise required to accomplish this effort.
