Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.
This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. Background: The National Institute of Neurological Disorders and Stroke (NINDS) Electromyography (EMG) Section engages in collaborative clinical research on peripheral and neuromuscular disorders. The section carries out nerve conduction studies (NCS), electromyography (EMG), transcranial magnetic stimulation (TMS) and autonomic screening studies to diagnose and characterize patients with a wide spectrum of disorders. In addition to its primary mission to provide testing for clinical diagnosis, the section carries out advanced neurophysiologic testing for the characterization of newly discovered disorders and engages in research on electrodiagnostic outcome measures for clinical trials, such as motor unit number estimation (MUNE) and central conduction time measurements.
The NINDS EMG Section supports research and clinical activities in the Surgical Neurology Branch by providing intraoperative monitoring for complex neurosurgical procedures. Neurosurgical procedures often require neurophysiological monitoring to aid the neurosurgeon in identifying critical motor and sensory areas in brain, spinal cord or peripheral nerve. This is important in improving the selectivity of surgical procedure and reducing complications.
Therefore, it is critical that the NINDS EMG Section can provide intraoperative monitoring (IOM) with state-of the art equipment. The frequency of IOM has increased with the use of the EMG Sections current Xltek® Protektor32 IOM device procured in 2016. Relying on one machine for this critical monitoring during complicated neurosurgical procedures may not be sufficient and the need for a second IOM machine that has compatible programming with the current device is necessary so that they can be used interchangeably.
Purpose and Objectives: The purpose of this requirement is to procure one (1) Xltek® Protektor32 Intraoperative Monitor (IOM) (Part #: 018685).
Project Requirements:
Salient Characteristics: Xltek® Protektor32 IOM device is a dedicated IOM machine with the full range of IOM capabilities so that it can be used for cortical cases as well as spinal cord and peripheral nerve cases. The equipment shall have the following salient characteristics:
• Built in TcMEP stimulator (not external box), with 4 programmable outputs. The capability is for 1000V / 1500mA and shows energy transferred to patient.
• A true 32 channel system (not two 16 channel systems together) which allows you to reference any input to any other input on the amplifier.
• Noise Avoidance Program which provides the user the ability to analyze parasitic noise frequencies in the operating room and apply our algorithm to ensure the stimulus rate is such that is minimizes the effects of the aforementioned noise frequencies to physiologic responses
• Ability to run simultaneous evoked potentials at different rates including SSEP and BAEP or SSEP and triggered EMG
• Protektor 32 sampling rate is 60,000 / channel
• Configurable display options that allow user friendly display of several modalities concurrently
• Equipment shall be compatible programming with our current Xltek® Protektor32 IOM device
• Report Editor IOM
Other requirements:
• The Contractor shall provide installation and training of the device.
• The Contractor shall cover all travel and associate expenses to perform the on-site installation and training.
• Personnel Qualifications: The contractor shall be an Original Equipment Manufacturer (OEM) Authorized Service Provider of the Xltek® Protektor32 IOM device. The Contractor will be responsible for ensuring that the personnel assigned for the installation and training have the technical competence required to complete the services within a reasonable time and retain the highest professional expertise. All personnel shall have completed the required training and be certified by the manufacturer. The Contractor shall produce copies of these certificates for the field personnel that service the National Institutes of Health (NIH) for verification of eligibility to perform this service.

Capability statement /information sought: The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.
One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing.
The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required.
The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested.
The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
All responses to this notice must be submitted electronically to the Contract Specialist.

The response must be received on or before May 31, 2019 at 12:00 P.M., Eastern Standard Time.
