The United States Department of Agriculture (USDA), Food Safety Inspection Service (FSIS) intends to negotiate solely with Luminex Corporation, located 12212 TECHNOLOGY BLVD, AUSTIN, TX, 78727-6131 for oligo-coupled polystyrene bead kits for the BioPlex 200 platform equipment for the Eastern Laboratory in Athens, GA. Luminex Corporation is the sole manufacturer of the our xMAP®-based Molecular Salmonella Serotyping Assay Kit. This procurement will be conducted under the authority of FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements Citation: 41 U.S.C. 253(c)(1). The period of performance shall be for a 12 month base period. This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of this solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. All interested parties must respond within five (5) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating your firm's capability to provide the proprietary services. Verbal responses are not acceptable and will not be considered. If no viable responses have been received in response after Saturday, February 21, 2015, 5:00 pm E.S.T to this announcement, USDA/FSIS shall negotiate solely with Luminex Corporation.

Background

The Food Safety and Inspection Service (FSIS), a public health regulatory agency of the U.S. Department of Agricultural (USDA), protects consumers by ensuring that meat, poultry, and egg products are safe, wholesome, and accurately labeled. The FSIS, Eastern Laboratory is located at 950 College Station Road, Athens, Georgia 30605. The FSIS, Eastern Laboratory, a regulatory laboratory, analyzes meat, poultry and egg products, to ensure they are free of adulteration.

Objectives

Oligo-coupled polystyrene beads designed for molecular serotyping of Salmonella are essential for the analysis to be adopted by FSIS to be used on the BioPlex 200 instrument. This analysis saves the agency cost in serotyping and quickens the turnaround time from traditional methods.

Requirements

1. Luminex Corporation shall provide kits within four (4) weeks from date of order or by an agreed date of delivery after procurement is processed.

2. Luminex Corporation shall provide kits with an expiration of one (1) year shelf life (or longer if applicable) of any order from day of shipment.
