The Department of Veteran Affairs, Network Contracting Office 19 (NCO 19) has a requirement to execute a firm-fixed price contract for the construction of an approximately 23,175 square foot addition to the existing prosthetics building located in the North East "F" wing sector of building 1, George E. Wahlen VAMC, Salt Lake City, Utah. NCO 19 is conducting market research to determine if sufficient competition exists in the Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) socio-economic programs. The SDVOSB and VOSB firms must have the capability and capacity to perform work with a construction magnitude between $5,000,000 and $10,000,000.
The NAICS code for this procurement will be 236220, Commercial and Institutional Building Construction. The project scope includes an addition of a second floor, and completion of a new entrance lobby on the first floor that ties into the existing facility with roadway, parking and site improvements. Work shall include, but may not be limited to, all general construction, alterations, roads, curb, gutters, walks, grading, drainage, landscaping, mechanical, fire protection and sprinkler system, technology and electrical work, extensions and alterations to utility systems, elevators, stairwells, rooftop equipment and, any and all necessary removal, modifications, demolition, alterations of existing structures and construction and certain other items to construct the complete project. Particular attention shall be paid to the second floor addition where the need to install a new concrete roof deck on the existing first floor will be necessary to accommodate the floor of the second story addition. Additionally, special precautions will be required to protect ongoing activities on the first floor during the concrete pours and installation of power actuated anchoring devices. The current small business size standard for 236220 is $36.5 million.
