NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations or partnerships) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation.

PROJECT INFORMATION:

This project consist of the removal of asbestos-containing floor tile and associated adhesive and removal of non-asbestos containing vinyl floor sheet, carpet, cove base, transition strip, and threshold and installation of new rubber sheet flooring, cove base, transition strip where similar materials were removed under this contract in Bldg 35, 36, 37, 40, and 41. New rubber sheet flooring, rubber wall base and any/all remaining incidental items necessary to complete the work are to be furnished by the contractor.

The solicitation will be issued on or about March 4, 2010. The magnitude of this project is between 25,000,000 Japanese Yen and 50,000,000 Japanese Yen.

SOLICITATION INFORMATION:

1. Traditional hard copies of plans and specifications will not be available for this project. Solicitation documents will be posted in File Transfer Protocol (FTP) site for interested parties to download.

2. When solicitation is ready to be issued, the Government will provide web address and password of FTP Site to applicants who indicate their interest. Applicants shall indicate their interest by submitting the following information to Government Point of Contact via e-mail (type in the solicitation number of this project as Subject):

3. Companies that have not submitted Bidders Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website (http://www.poj.usace.army.mil/Contracting) to download the Bidders Mailing List Application. Such companies shall be required to complete Bidders Mailing List Application and submit documents that show they are registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits required to perform the work required under this solicitation prior to or at the time of bid/proposal
submittal.
