The US Government Printing Office (GPO) seeks other than full and open competition to award a sole source contract for Yale brand name commercial items to Eastern Lift Truck, 8001 Penn Randall Place, Upper Marlboro, MD 20772 for the purchase of:  2- Each Yale Forklift MRW030-E3000 Pound Capacity; 4-Each Yale Forklift ERP040VF 4000 Pound Capacity. The award to Eastern Lift Truck will be in accordance with the format in Material Management Acquisition Regulation (MMAR) Subpart 12.6. 

Under the authority of 41 U.S.C. 5(3) pursuant to MMAR 6.302.1, "Only one responsible source and no other supplies or services will satisfy agency requirements", for this highly specialized equipment when it is likely award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.  This notice is neither a request for proposals nor a solicitation of offers.  A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government.  Oral communications are not acceptable in response to this notice.  All responses shall be sent to Contracting Officer, Mikhail Phillips at [email protected] on or before September 18, 2013 no later than 12:00 noon, EST.
