1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation.
2. This requirement is being solicited as Request for Quotation (RFQ). The RFQ number is NIH-RFQ-4878059
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, dated January 24, 2018.
4. This requirement is solicited as a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 335129. Its associated Small Business Size Standard is 500 employees.

6. Quotation Requirements:
Quotation must reference: RFQ No. NIH-RFQ-4878059. Vendor's delivery time frame must be specified in their quote. Vendor must quote on each line item listed in this notice to be considered. The items must be quoted in the same order and quantities as listed in this notice. The quote must provide both the single quantity item and total quantity item pricing. Quotations submitted for equivalent items must include technical specifications.
7. Delivery and Acceptance

The provision 52.212-2 incorporated above is completed as follows. Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined "Technically Acceptable" the offeror must meet or exceed all salient characteristics. Award will be made to the vendor whose proposed equipment meets all salient characteristics and whose total price is the lowest quote.
