NA This will be an 8a competitive acquisition. This solicitation is restricted to 8(a) firms certified by the U.S. Small Business Administration (SBA), Pittsburgh District Office. The Corps of Engineers has a need for a contract for Charleroi Locks River C hamber Demolition, Monongahela River, Pennsylvania. The work includes the removal of various features of the existing river chamber and installing stabilization features including: relocation of river chamber operating controls; relocation of navigation l ighting; disconnection of river chamber hydraulic operating system; closing of emptying ports; jet grouting; installation of sheet piling and H-piles; underwater excavation; design and installation of dewatering system; installation of sheet pile closure c ells, and other cells; installation of diversion dike; removal of operating equipment; removal of river chamber concrete floor paving and concrete struts; removal of sills, H-piles and timber piles; and installation of instrumentation for monitoring lock w all stability, and other appurtenant work. The period of performance will be approximately 540 calendar days. Magnitude of the project is between $5,000,000.00 and $10,000,000.00. In accordance with FAR 15.101-1, the source selection method for this pro curement will be by the “Best Value Tradeoff Process”, wherein Contractors will submit both technical and price proposals. Award may be made to other than the lowest priced offer based on an evaluation of the proposals against the evaluation criteria outl ined in the Request for Proposal. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a printed hard copy format.
