This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision to perform riverbank stabilization on the Valley Railway in Cuyahoga Valley National Park, Summit County, Ohio. The work consists of repairing and stabilizing the bank of the Cuyahoga River directly below the Valley Railway at Milepost 52.47. The toe of the railroad embankment was severly eroded during the record storm event of July 2003 and subsequent floods causing the embankment to fail. This failed embankment supports the Valley Railway's ballast and rail and could lead to eventually derailment of a passenger train. The project includes addition of stone rip rap to stabilize the toe of the slope and bio-soil engineering to protect the embankment against further damage as well as adding natural vegetated cover to enhance aquatic habitat. The project performance period is 150 calendar days after issuance of the notice to proceed. The NAICS code is 237990. The small business size standard is $28.5 million. The estimated price range for this project is between $250,000 and $500,000. This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is open to both small and large businesses.
