REQUEST FOR QUOTE (RFQ) SOLICITATION NO: 36C24221Q0539 DATE: March 11, 2021 LOCATION: Stratton Veterans Affairs Medical Center (VAMC) 113 Holland Ave., Albany, NY 12208 PROJECT TITLE: 528A8-21-851 - Install Security Fence Albany VAMC ESTIMATED COST: Less than $100,000.00 NAICS: 236220 Size Standard: $39.5M PROJECT SUMMARY: Contractor is to provide all necessary resources including but not limited to labor, materials, mobilization, demobilization, removal of debris, storage of equipment, etc. to provide and install security fences around the campus in accordance with the statement of work (SOW) and specifications. BASIS FOR AWARD: An award will be made to the lowest priced Offeror in accordance with FAR 9.103, who is deemed responsive, responsible, and offering a fair and reasonable price. Offerors must submit a price breakdown in sufficient detail to permit a complete analysis of labor, burden, materials, transportation, supervision, disposal, etc. Quotations unreasonably high or unreasonably low in price, when compared to the Government estimate and market conditions evidenced by other competitive quotes received, may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the rejection of a quotation without discussion. Failure to provide all information will render the quotation noncompliant with the solicitation requirements and the quote will be eliminated from consideration. PERFORMANCE PERIOD: 60 days from NTP SITE VISIT: A site visit is not organized, but the interested party may schedule a site visit by contacting the Contracting Officer s Representative (COR). OFFER ACCEPTANCE PERIOD: Offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. REQUESTS FOR INFORMATION: Requests for Information (RFIs) shall be submitted via email to [email protected]. No telephone RFIs will be accepted. The cutoff for RFI submission is Friday, March 19, 2021 at 4:00PM Eastern Time. SPECIFICATIONS AND DRAWINGS: All applicable specifications and drawings will be provided electronically along with the RFQ document. No hard copies will be made available to proposing contractors. VETBIZ VIP Verification: Subsequent task orders are 100% set asides for verified Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB). The award of this requirement shall not be delayed due to loss of SDVOSB or VOSB verification. The Government will review VetBiz (https://vetbiz.va.gov/vip/) to confirm SDVOSB/VOSB status verification for the submitted proposal. Subsequent confirmation of SDVOSB/VOSB verification status will be performed for the apparent awardee. Loss of verification between time of offer and completion of the selection process disqualifies the offeror for award.
