RFI Follow Up Questions and Answers 626-24-204 Update Steam System Components Project Location: VA Tennessee Valley Health Care System 1310 24th Ave S, Nashville, TN 37212-2637 Response to Follow Up Questions in Amendment 3: This was written like a performance work statement (PWS) and the elements were laid out as tasks to complete. This was not an A&E designed project nor is it to be considered a design build. The site walk took the interested contractors to all the area of concern and showed the contractor all the equipment. The piping was clearly displayed and most of it was missing insulation or had gaps to allow visual access to the piping. The flash tank sizing has been accounted for in the attached drawings with industry standard and best practices for reference. No additional drawings and/or plans exists for this project and all available information we have has been included. Follow Up Q70) The scope of work is ambiguous and specific information to bid the project is non-existent. The only way to accurately bid this project would be for the Contractor to hire a PE to produce a design to fill in the missing information on pipe sized, locations, connection points, and routing. Follow Up Q72) To verify pipe sizes the contractor must remove insulation from the pipe before the bid. Destructive investigation is not allowed before the bid from our understanding. Further this is not listed as a design build project. The VA must provide the contractor with information as to what pipe size is needed and what pipe size exists to allow for a fair bidding process. Follow Up Q73) Sizing flash tanks requires complex calculations and often proprietary software. This is information that the VA should provide to the contractors for bidding purposes to allow for a fair bidding process. This is not listed as a design build project. If that is what the VA wants, then the VA should resolicit this project as such. Follow Up Q74) This is another instance of extreme ambiguity in the documents provided. It is not possible to quantify the piping sizes without destructive investigation. Also, the VA must provide the pipe sizes they want this pipe upsized to so that the VA ensures that they are getting what they need. It is not a design build job or the contractor s responsibility to engineer this. Follow Up Q75) This is another instance of extreme ambiguity in the documents provided. If pipe sizing is to be determined on site, is the VA going to provide a change order for the contractor to hire and engineer to size this piping? Follow Up Q76) This is another instance of extreme ambiguity and lack of information in the documents provided. Drawings must be provided showing the size, routing, and connection points for these new pipes. It is not the contractors responsibility to size these pipes or design them in any way. Follow Up Q77) Currently there is not enough information to provide pricing on this project. We ask that the VA review the questions and provide all the information needed with piping sizes, locations, connection points, routing, equipment sizing, drawings showing what is wanted, and all other pertinent information necessary for a completely designed project.
