The National Institute of Environmental Health Sciences (NIEHS) Research Triangle Park, NC 27709 intends to negotiate with Oregon State University, Corvallis, OR 97339, pursuant to 41U.S.C.253(c)(1)-0nly one responsible source and no other supplies or services will satisfy agency requirements. This service request is to "Conduct in vivo behavioral, developmental toxicity and estrogen responsive mRNA expression analyses of up to 126 compounds in zebrafish over 8 concentrations". It is important that the requested analysis be performed in the same laboratory as previous assays. This will provide collection of current study data under the same conditions as previous studies thus, allowing a more reliable comparison against historical data. Interested parties may identify their interest and capability by submitting written capabilities/specifications, for this requirement, to the contracting officer at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The award is subject to approval of the justification for other than full and open competition. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Oregon State University. The NAICS Code/Size is 541380/15M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
