Zedasoft, Inc.

The Air Force Test Center (AFTC), Directorate of Contracting, Edwards Air Force Base, California, intends to award a sole source, firm-fixed price purchase order to Zedasoft, Inc., 2310 Gravel Drive, Fort Worth, Texas, 76118, in accordance with Federal Acquisition Regulation (FAR) 12-Acquisition of Commercial Items. Zedasfot, Inc. owns proprietary software that is in the simulator, therefore, other configurations are not compatible with the simulator and no other manufacturer or equipment is able to troubleshoot or provide the required service. North American Industry Classification System Code (NAICS) is 541511.

The following will be procured as follows:

Add functionality to enable the current RPA in order to employ air-to-ground weapons in the simulator. Add an interface in order to allow the RPA vehicle dynamics, real-time sensor feeds, and crew communications to be viewed/monitored from the control room.

This notice neither constitutes a RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.

The Government intends to solicit and negotiate with only one source under the authority of
FAR 13.106(b). This notice is not a request for competitive proposals. Interested parties may submit their interest and capability to the contract specialist below not later than, 29 July 2016, 3:00 p.m., Pacific Standard Time. Based upon the responses to this notice, the Government will determine if this proposed acquisition should be opened to competition. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
