The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-84, September 3, 2015. This acquisition is conducted under 41 U.S.C. 1903, the simplified acquisition procedures authorized in this subpart may be used for acquisitions that do not exceed $13 million when the acquisition will be treated as an acquisition of commercial items in accordance with 12.102(f)(1).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.500 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplifeid Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements

This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
Introduction:
The Department of Laboratory Medicine serves as the clinical laboratory for the NIH Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Pathology. In doing so it provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine, particularly in areas which utilize the unique strengths of the National Institutes of Health.
Scope of Work:
The Department of Laboratory Medicine requires Annual Service Agreement on the Ziehm Solo. This equipment is used to provide fluoroscopic imaging support for Clinical Center patients in the Intensive Care Unit and for the Procedure Vascular Access Conscious Sedation Service (PVCS). Maintenance contracts on patient care equipment are necessary to meet the Joint Commission's patient safety initiatives.
Ziehm Imaging will provide the following services under this service agreement for the Ziehm Solo, Serial number 51607:
On Site Service Coverage, Monday-Friday from 8am to 5pm (excluding Holidays and Weekends)
Service to be provided within 48 hours, within 24 hours for emergency services
One Preventive Maintenance (PM) per year during contract hours.
Service to be performed by Ziehm Service Technician
Covers Glassware
Full coverage of the systems l.l., X-Ray Tube and Monitors.
After-hours service available at standard hourly rate.
Documentation for all services, parts used and work performed at the time service has been completed.
CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The subject award will be a continuation to previous testing conducted by the subject contractor.
CLOSING STATEMENT
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
