The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement.
The Eijkman Institute is in possession of the specimens to be analyzed; as a part of the Ministry of Research of the Government of Indonesia, the Eijkman Institute has the needed authority to perform the analysis. No other institution has better technical capacity than Eijkman, and no other institution has access to the specimens. Thus, Eijkman is the only institution in Indonesia that can perform this analysis. To obtain new samples would not only be repetitive, and time-consuming, but also a waste of resources. Utilizing Eijkman's readily available samples to test for ZIKV provides an efficient way to determine ZIKV epidemiology in Indonesia.

Eijkman Institute is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
