This notice is not a solicitation. This notice is a market survey to determine possible sources for: Airtight/Watertight Zippers, Sliders and Links for Airtight/Watertight Zippers, and Zipper Tape (Polyester Broadcloth). Because this is not a solicitation, the F-35 Joint Program Office (JPO) does not intend to acquire these items and, therefore, possible sources (i.e., manufacturers or distributors) of Airtight/Watertight Zippers, Sliders and Links for Airtight/Watertight Zippers and Zipper Tape (Polyester Broadcloth) should not submit competitive proposals. Because this is a market survey, the JPO does encourage any manufacturer or distributor of these items that are in compliance with 10 U.S.C. § 2533a (Berry Amendment) to submit a capability statement, which the JPO will assess for the very limited purpose of determining availability of sources of these items. The Airtight/Watertight Zippers are used as part of the Pilot Flight Equipment (PFE) associated with the F-35 aircraft.
The Berry Amendment, as implemented by DFARS 252.225-7012 and current Department of Defense (DoD) policy guidance, requires manufacturers and/or distributers, which contract either directly with the DoD or indirectly with the DoD through a Prime Contractor, to supply items fabricated from materials exclusively grown, reprocessed, reused, or produced in the United States.
This notice is a market survey, and therefore, this notice does not represent a request for competitive proposals. However, any manufacturer or distributor of Airtight/Watertight Zippers, Sliders and Links for Airtight/Watertight Zippers, and/or Zipper Tape (Polyester Broadcloth), which were fabricated from materials exclusively grown, reprocessed, reused, or produced within the United States, is invited to respond to this notice within thirty days of its publication. The Government reserves the right to not compete any proposed contract actions that are based upon its receipt of responses to this notice.
