SYNOPSIS OF CONTRACT ACTION
The Air Force Test Center (AFTC), 412 TENG, Edwards AFB, CA intends to issue a sole-source, firm-fixed price (FFP) contract to Zodiac Aerospace (Zodiac Data Systems), to provide required supplies. The anticipated contract will be an FFP, commercial purchase order. The required items are as follows:
1. SHS500-32344 MDR8-shRC - SDP - Up to 800 Mbit/s (media dependent), 8 slots, receiver for removable RSM media, screw down plate, front panel for MDR8 (Qty=2)
2. SHS511-1002 MC10TA - TM Downlink Airborne 1 x PCM input (QTY=4)
3. SHS510-3300/2 METH2-R/P - 2 x 10/100/1000 Ethernet input (QTY=1)
4. SHS510-3361 MVCR1A - 2 x video input (QTY=6)
5. SHS511-0006 MAAAA-BBBB-AAAA - Hybrid signal conditioning module with 28 x ARINC 429 input (Qty=3)
6. SHS511-0063 MMUAE-7TBB-AAAA - Hybrid signal conditioning module with 3x PCM, 2x MIL-1553B, 7x ARINC 429 1x Ethernet input channels. Advanced features. (Qty=3)
7. SHS511-0014 MUUUU-TTTT-AAAA - Hybrid module with 8 x MIL-STD-1553 input, dual redundant record, transformer coupled with 1553 message filtering (Qty=3)
The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). This authority is supported by an approved sole source letter (see attached letter). The applicable NAICS code is 334515 and the size standard, as defined by the U.S. Small Business Administration, is 750 employees.
This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
