NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source Purchase Order under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" for the F-15 836 Program Stock CST for aircraft number F836 who are needing a quantity of one each of the following items with a Q-1B quality requirement (see attached): P/N: SHS500-21121, MDR-2sf, 2 slots, CF-Card slot, 240 Mbit/s Data Recorder; P/N: SHS510-3310, MANA8 - 8 Ch analog input, DC-40 kHz, ICP support; P/N: SHS120-0502, SBP - MDR Slot Blank Plate; P/N: SHS521-0064, CF64 - CF card 64 GB; to Zodiac Data Systems, 11800 Amberpark Dr. Ste. 140, Alpharetta, GA 30009-2269.

Justification is based upon the following facts: 1. Zodiac Data Systems, Inc. developed and owns the exclusive proprietary hardware and software for this product and is the only vendor qualified to provide the software and technical support. 2. There are no other products available that perform the same function as the Zodiac Data Systems, Inc. hardware and software. In addition, time constraints and extensive costs for the replacement of this hardware and software would jeopardize mission schedules. These reasons justify procuring the required services exclusively from Zodiac Data Systems, Inc.
The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. PT on May 27, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
