The purpose of this Request for Proposals (RFP) is to solicit proposals for a three-year contract for the completion of Teton Conservation District’s (TCD) Standard Independent Financial Audit that will satisfy the Wyoming Department of Audit’s requirements (please contact them directly for questions regarding those requirements – http://audit.wyo.gov/ ) and some associated required financial reporting. Submittal Deadline: Proposal must be sent in PDF format by email to Emily Hagedorn ( [email protected] ) by 5:00pm on April 7, 2023 . Submittals shall be valid for a period of sixty (60) days from receipt by TCD. Submittals received after the date and time specified above shall be considered late and can be excluded at the full discretion of TCD. Solicitor Information: Teton Conservation District (TCD) is local governmental entity tasked with conservation of natural resources within Teton County, WY. This is accomplished through partnerships with local government, citizens and non-governmental organizations. TCD reserves the right to amend this RFP and postpone submission deadlines. TCD’s fiscal year 2023 budget is available at https://www.tetonconservation.org/annualreport-budget . Scope of Work: The contractor will be responsible for creation of TCD’s annual Standard Independent Financial Audit for three years, which must be prepared by a Certified Public Accountant (CPA), and each year be available for submission to the State of Wyoming prior to the December 31, deadline. The fiscal year period that will be subject to each audit is from July 1 through June 30 for fiscal year 2023, 2024, and 2025. If the applicant wishes, they can provide cost estimates that differ among the three audits. Additional reporting items include, but are not limited to, preforming cash to accrual conversion and assisting in the completing of the Wyoming Department of Audit’s F-32 Census form. This audit will be used to: Fulfill TCD’s fiduciary responsibility and audit/financial reporting requirements as a Special District of the State of Wyoming Obtain assurance related to the financial integrity of TCD’s publicly funded programs Identify possible noncompliance and other issues early to avoid interruption of current funding Proposal Requirements: 1) Proposals shall provide a timeline in which work is anticipated to be completed. 2) Proposals shall include a budget of hours and a cost breakdown for work completed in the three consecutive fiscal years that audit services are being solicited: 2023, 2024, 2025. 3) Proposals shall include hourly pay rates of staff working on the audit. 4) Proposals shall include information about work experiences relevant to the TCD audit, including but not limited to proof of standing as a CPA. 5) If needed, please include a statement about any deviations from the RFP Scope of Work that are needed. Criteria for Evaluation: Proposals will be evaluated based on the following considerations: A demonstrated understanding of Special Districts, GAAP principles, and auditing Specific experience performing audits and reporting requirements for similar entities Sound technical plan and timeframe of completion Assurances that the audit work will be completed by a certified CPA and conform to Wyoming Department of Audit requirements, Government Auditing Standards, and assure that those performing audit duties and the firm are licensed and independent Proposal includes adequate description of the product, and multi-year pricing option Preference is given to Wyoming companies/contractors Fee and Payment: Cost proposals shall be submitted per the Proposal Requirements within this RFP. Cost of Submittal Preparation: Any costs incurred by applicants responding to this RFP in anticipation of receiving a contract award shall be the responsibility of the applicants submitting the response. TCD shall not reimburse the applicants for any such expenses. Acceptance: This RFP provides interested professionals with the necessary information to enable them to prepare and submit information for consideration by TCD. If TCD is unable to negotiate a final scope of services and professional fee with the TCD's first choice, TCD reserves the right to negotiate with other applicants who submitted a response proposal to the RFP. Consortiums, joint ventures, or teams submitting offers will not be considered responsive unless it is established that contractual responsibility rests solely with one individual, firm, or corporation.
