This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R13PS17264 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-64. The Bureau of Reclamation requires the following items, Brand Name or Equal, to the following:
LI 001, Photo Ionization Detector (PID), Single Piece, Hand-Held Unit for Measurement of Organic/Inorganic Species that can be Ionized by UV Lamp (9.5, 10.6 and 11.7), Unit to be Furnished with a 10.6 eV Snap-On Interchangeable Module, Contains Extension Probe, AC Adapter/Charger for 115 VAC 60 Cycles, O-Ring Kit, Hex Driver, Unit must be Capable of Providing a Precision of +/- 1% of Reading, a Response Time of Less Than 1 Second to 90% Response, a Sample Flow Rate of Greater Than 0.2LPM, a Span Drift of Less Than 2% Over 24 Hours, a Range of 0.1 to 3000 or to 30000 PPM with Dilution Probe, a Linear Range to 3000 PPM Direct Reading, Less Than 1 Watt Maximum Power Consumption, Instrument Operating Conditions of 5-40 Degrees C, 0-95% RH (Non-Condensing), Isobutylene Referred Performance, Includes Training and Instrumentation Setup, Model No. 102 Photoionization Analyzer (PID Only)-HNU-102+, or Equal., 2, EACH;

For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

Bid MUST be good for 30 calendar days after close of Buy.

Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

In addition to other factors, bids will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed, for the purpose of evaluating bids, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs.

If quoting other than specified, you MUST attach enough literature, including picture and Specifications, for our evaluation team to determine if it meets the criteria to be considered acceptable as a replacement. Failure to do so may disqualify your quote.
