National Security Technologies, LLC (NSTec), as a contractor and technical agent for the federal government, is seeking information on commercial off‑the‑shelf (COTS) Handheld Photoionization Detectors (PIDs)
that are intrinsically safe and capable of being decontaminated.  Once eligible PIDs have been identified, additional information will be requested at a later date.

 

A NOTE REGARDING THIS RFI:  This RFI is for information gathering and planning purposes ONLY, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer.  The CONTRACTOR, as an agent for the Government, DOES NOT intend to award a contract on the basis of this RFI or otherwise pay for the information solicited.


The Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number for this equipment is AEL # 07CD-01-DPPI, "Detector, Photo-Ionization (PID), Point, Volatile Organic Chemical (VOC)."  The target audience for this information is the emergency responder community and all submittals should be suited to their specific needs.

 

Review of this information is being performed for the DHS System Assessment and Validation for Emergency Responders (SAVER) Program, which aims to conduct objective comparative assessments and validations of commercial equipment and systems and provide those results to the emergency responder community.  For more information on the SAVER Program, visit https://www.rkb.us/saver.

 

All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI.  Specific information sought includes:

 

•1.       Company information, including name, address, and website;

•2.       Whether the company is a manufacturer or distributor;

•3.       A point of contact for follow-up information, and the point of contact's phone number and e-mail address; and

•4.       List all handheld PIDs that are intrinsically safe and capable of being decontaminated.  (Note: may have multi-sensor capability)

 

The submitted information will be evaluated for inclusion in SAVER projects.  If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs.  Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency.  Vendors will be contacted following submission for more detailed product information.  Vendor-provided information may be reformatted for publication in SAVER Program documents.
