This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures.  This is a Notice of Intent.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The announcement number for this acquisition is NIH-OD3915891-3897304 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1)  Only one responsible source and no other supplies or services will satisfy agency requirements.  The anticipated award date is September 9, 2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP).  The associated North American Industry Classification System (NAICS) Code is 423490 which has a size standard of 100.

The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institute of Nursing Research (NINR) intends to procure a miRNA Expression Assays,RNA/Protein Assays and nCounter Master Kit from NanoString Technologies, Inc.

NINR obtained the nCounter Analysis System from NanoString. The vendor NanoString is the sole manufacture for the nCounter Analysis System and the only company able to provide the consumables needed for it.

NINR is procuring miRNA Expression Assays and RNA/Protein Assays to allow investigators to profile a comprehensive set of human miRNA's for the simultaneous quantification of selected MRNA's and Proteins from the same sample with superior specificity and sensitivity and with lower cost than traditional microarrays. This is the first and only product capable of highly multiplexed, direct digital detection and counting of RNA's and Proteins in a single reaction without amplification. The nCounter Master Kit provides all of the consumables and reagents needed by the program to perform any Nanostring assay and they are specifically designed to perform reliably on the nCounter Analysis System.

This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted.
