The Foreign Service Institute (FSI) is seeking an enterprise-wide Centralized Evaluation System (CES) and a contractor to plan, deploy, tailor and integrate the CES based on the specifications and requirements of the draft requirements document and in compliance with Department of State and FSI Policies and Standards. The contractor will assist the Institute in identifying, configuring, customizing and deploying a new CES. The CES must be comprised of a FedRamp authorized solution rated ‘FedRamp Authorized’ with a FISMA moderate approval or the option for an on-premises deployment.

FSI requires the capacity to evaluate its training programs. FSI uses training evaluation data to understand the extent to which FSI’s training meets the learning and development needs of all its user populations. FSI requires that training evaluation data be gathered and stored in a central repository so that FSI administrators can run queries using data from a variety of FSI courses and user feedback from post-training evaluation instruments. This effort requires a new Centralized Evaluation System to manage training evaluation processes.

This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, entities that respond to this RFI should not anticipate feedback with regard to submissions. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.
