NOTICE OF INTENT TO AWARD A SOLE SOURCE


This notice of intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The Naval Research Laboratory (NRL) intends to award a sole source contract to URSA, LLC for a Micron Heterogeneous Testbed consisting of an integrated solution built on Micron part numbers SC6-4U, M-510KU060, M-520A115, and EX-700 which is a system that meets every requirement for NRL's Runtime Reconfigurable Heterogeneous Accelerator Testbed. It consists of a state-of-the-art multicore computing server with 3 different types of accelerators attached via state-of-the-art PCIe interconnect: A conventional COTS GPU, a Xilinx-based FPGA accelerator fully interfaced with 3D-stacked memory, and an Altera-based FPGA accelerator fully interfaced with 3D-stacked memory. Acquisition also includes warranty/support services for a period of 5 years from date of purchase which are deemed necessary due to the high degree of complexity with this system which is cutting edge technology, and that the system may have defects or other issues that have not been determined at this time as the technology is an extremely recent development with highly specialized hardware.

 

The North American Industry Classification System Code (NAICS) for this requirement is 423430 with the size standard of 250. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 7010.


Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
