This notice is directed to Missile Defense Agency (MDA) incumbent small business concerns who are currently performing advisory and assistance services (A&AS) for the agency. This notice meets the requirement of FAR 10.001(c)(2) and no other notification will be sent to affected contractors. MDA has previously published this acquisition strategy and discussed it during the industry days.
The Missile Defense Agency intends to consolidate and bundle existing legacy efforts, to include contracts and other government agency transactions for Advisory and Assistance Services (A&AS), and transfer the work to a single program office within Missile Defense Agency (MDA), for requirements management and execution. The agency is converting the A&AS work from a project oriented level of effort construct under multiple organizations to a ballistic missile defense system (BMDS) functionally aligned A&AS workforce approach. The A&AS effort has been aligned into six capability groups: 1) Quality, Safety, and Mission Assurance Support, 2) Acquisition Support, 3) Engineering Support, 4) Infrastructure and Deployment Support, 5) Agency Operations Support, and 6) Security and Intelligence Support. The work will be solicited under two separate Requests for Proposal (RFPs), one unrestricted, on a full and open competition basis, (HQ0147-09-R-0002) and one, as a small business set aside (HQ0147-09-R-0001). It is anticipated that multiple ID/IQ contracts will be awarded and awards will be made at the capability group level for the specific work contained in each RFP.
