The National Institutes of Health intends to procure on a sole source basis with Roche Diagnostics to provide reagents to conduct testing of blood and blood products for HBV (Hepatitis B Virus), DNA and HCV (Hepatitis C Virus). The period of performance shall be for a basic contract period of 12 months, with options to renew for four additional 12 month periods.Specifically, the contractor will supply sufficient reagents to conduct testing for the following; Cobas Amplicor HBV Monitor and Cobas Taqman HBV (1,200 tests/year), Cobas Amplicor HCV RNA (1,400 tests/year), and Cobas Amplicor HCV Monitor and Cobas Taqman HCV (1,800 tests/year). It is believed that Roche Diagnostics is the sole source for this requirement under the authority of 6.302-1 (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements) because of the following: The equipment necessary to perform this testing (Cobas Amplicor Analyzer, Roche Cobas Taqman 48 and Magnapure JE379) has been purchased by the Government and is currently installed at the National Institutes of Health, Clinical Center. No other manufacturer reagents for these tests (HCV PCR and HBV PCR) are produced for this equipment and therefore cannot be used on this equipment. This equipment purchased by the government is state of the art technology that allows for sensitive, specific, reliable and timely test results assisting with diagnosis, monitoring and research or hepatitis disease. Interested parties may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive proposals. However all proposals received within 45 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
